By the end of November, each prefecture-level city shall establish at least six food safety demonstration zones for the catering industry.

[SUMMARY]:The criteria for designation are as follows: the district must have a strong foundation in or significant influence on catering services, with a minimum of 20 catering establishments in principle; the district must maintain a clean and well-kept urban appearance and environment, with no street vendors and no unlicensed operations; all catering establishments within the district must achieve a quantitative grading rating of B or higher under the standardized management system, and all must implement open kitchens and transparent cooking practices.

Recently, the Hebei Provincial Administration for Food and Drug Administration issued the “Work Plan for the Creation of Catering Food Safety Demonstration Districts in Hebei Province,” deciding to launch a province-wide initiative to establish such districts. According to the plan, by the end of November this year, each prefecture-level city in Hebei Province is required to designate 6 to 10 demonstration districts (with Dingzhou and Xinji designated at no fewer than 2 each), with the goal of establishing a total of 100 catering food safety demonstration districts across the province to steadily enhance the quality and safety standards of the catering industry.

The plan proposes that local authorities should select neighborhoods, scenic areas, and other venues where catering service providers are concentrated, consumer spending is high, the overall level of food safety is relatively strong, and which enjoy significant local influence, to carry out initiative-building activities.

The criteria for designation are as follows: the district must have a strong foundation in or significant influence on food service, with a minimum of 20 food service establishments; the district must maintain a clean and well-kept urban appearance and environment, with no street vendors and no unlicensed operations; all food service establishments in the district must achieve a quantitative grading rating of B or higher under the standardized management system, fully implement open kitchens and transparent cooking practices, and meet clean kitchen standards; all food service establishments in the district must have sound internal management systems that are effectively implemented; dedicated food safety managers must be assigned, and systems for procurement inspection and verification of certificates and invoices must be established and enforced, ensuring 100% traceability of food raw materials, food additives, and food-related products; the certification rate for health examinations and the training participation rate among staff must both reach 100%; and the district must have experienced no major food safety incidents for at least two consecutive years.
